The hospitality industry in Bali — from five-star hotels to family homestays — faces a distinctive and complex tax structure compared to general industries. Understanding the taxes attached to hotel operations is a precondition for healthy profitability.

Three primary layers of tax

1. Hotel & Restaurant Tax (PB1)

PB1 is a regional tax imposed on hotel and restaurant service sales. The rate is typically 10% and charged to the guest on top. PB1 is collected by the local government and is one of the largest contributors to regional revenue (PAD) in Bali.

2. VAT and Service Charge

Unlike PB1, hotel services are generally not subject to VAT. But the service charge (typically 10%) paid by guests isn't a tax — it's compensation for staff distributed via an internal mechanism. Disorderly service-charge recording can create tax exposure.

3. Income tax

As a business entity, the hotel owes annual Corporate Income Tax at the normal rate. If the hotel is a Permanent Establishment of an international operator, tax-treaty provisions need to be considered.

Other taxes often missed

  • Advertising Tax — hotel signage, banners, and outdoor ads.
  • Groundwater Tax — if the hotel uses deep wells, with rates varying by region.
  • Employee PPh 21 — including tip and gratuity computation that's part of income.
  • PPh 26 for foreign consultants/workers — if the hotel employs expatriates or uses foreign consulting services.
  • Withholding on franchise fees — for hotels operating under international brands.

Operational challenges

Hotel operations run 24/7 with high transaction volume and diverse service types (rooms, F&B, spa, laundry, events). A good PMS (Property Management System) is a precondition for: daily tax reconciliation, complete audit trail, and accurate reporting.
